A stronger, younger Palpatine kicked his ass, but that was before he became the Grand Master, at which point, he'd probably kick Palpatine's ass.
Darth Caedus was believed by most (including Luke) to be on the same level as GM Luke. When they fought, Caedus held his own.
Point being, EU Luke's not ridiculously above everyone else in his universe.
Though Luke would easily beat Starkiller.

The only reason Caedus held his own was because of PIS. Earlier on, in the very same book in fact, Luke owned Caedus by effortlessly pinning him with the force.
But, yeah, Luke won't be able to stop other characters I the absolute highest tiers such as DE Palpatine.
Not as much as people like to hype him. As others have pointed out, Caedus has given him a hell of a fight and put him (albeit while losing the battle) in a bacta tank for a week. Similarly, I'd imagine that Luke would struggle immensely against Palpatine or Yoda.
That being said, whilst Starkiller is certainly a "big player" in the grand scheme of things, he's not on the same tier as Luke/Palpatine/Yoda, given that it's insinuated in various sources that Sidious can defeat Galen Marek and Vader together. He doesn't stand a chance against Luke.
Luke > Caedus when it comes to Raw Power with the Force, which is understandable as Luke = Anakin/Chosen One crap in that regard. Caedus wasn't as good as Luke.
They're still supposedly on the same level though. Or perhaps people believed that Luke was the only one who could fight against Caedus one-on-one. Meh.
Yep. Can't comment on DE Palpatine specifically, as I'm not a big SW buff, but Luke isn't head and shoulders above everyone else.
