Late series Piccolo certainly not, his combat speed would be much higher than Nappa's though, and fully capable of reflecting back the guy's ki attacks with the Master Sword, and would demolish him in melee, being much stronger on top of that.
And I agree that Middle Earth depends a lot on what age Link arrives in.

Nappa's Mach 89 though. What feat puts Link above him? Though Nappa's ki blasts should be able to finish him with indirect fire and what not (since he's above Piccolo who busted the moon)
