He's in a high enough strength class iirc that he could definitely hurt Hulk. And at the speed he'd be hitting him, he'd only do more damage.

Well depends on which comic Hulk this is. Standard Metro Man could definitely hurt, and as I said with his speed not only do more damage, but do lots of damage before he has time to ramp up. If it's the one who punched through time and shit, Metro Man eventually gets tagged.
