Zoom time traveled. If we find out he did it based on his own speed then he wins both hands down.
Anyways The Flash was able to move so fast electricity appeared to be moving at a snails pace and Zoom seems to be faster. So unless Quicsilver has any faster then electricity feats Zoom wins.
Flash also needed a long time just to build up to Mach 1. And he's been hit waaaaay too consistently by people with no speed whatsoever or objects to be as fast as QS.
The electricity thing was an oversight as the science team are stating what his peak speeds are. And yes, he currently needs a 3 mile dash to build up to Mach 1. Even then it leaves him somewhat tired.

We don't know that for sure. When he fought Girder he needed a 3 mile run but after he lost his powers and got them back they said he was faster then he had ever been but didn't say by how much and we saw him moving faster then Blackouts electricity.
We know for a fact how fast bullets are and those were practically moving at a snails pace as QS jogged around the kitchen screwing with people. He even moved the bullets off course with a tap.
Also judging by the kinetic energy imparted when Pietro hits someone, and Barry, Pietro is faster. People can't even react to Quicksilver and pretty much everyone has tagged Barry multiple times in every fight he's been in.

there is absolutely no reason to believe Blackouts electricity is any slower then regular electricity. Especially considering he is absorbing regular electricity.
Flash was hit by and got his ass kicked by the guy that could clone himself. In the same episode he was able to pour his heart out and tell the Black chick how much he loved her before her sugar poured without her realizing him even moving. Flash is way too inconsistent to judge.

The travel speed of electricity is the speed of light (even though the electrons themselves are moving more slowly)
As Wei Phoenix said he has moved so fast that Iris appeared frozen solid while he walked around her and told her how he felt about her. When he finished he went back to his original spot and she hadn't even noticed. This is inconsistent with how easily he was tagged by multiplex though. One could argue that they did discover in the episode with blackout his brain was what was limiting his speed. After he figured out the problem and fixed it he ran off to save wells from the electrical attack in which the electricity seemed to move so slowly he could have walked out of its way.

However, it has been pretty inconsistent so I guess at this point its fair to say quicksilver could win. I do stand by my original point and say once we find out weather zoom ran back in time or not would be the true decider. If he runs faster then time he wins. Right now we can't really say.
Because Barry is relatively new to having powers and combat in general so of course he's going to suck. Not only is Zoom stated to be faster but he clearly knows how to use his powers in combat. Using feats from Barry here isn't doing Zoom justice.
Not sure if he can beat Quicksilver but it's going to be a hell of a fight. Lol at notions of stompage though.
