What makes Asgardians have different powers?

Like Thor has certain powers, Heimdall, Loki, etc.

Are they born with or granted from Odin or from tech?

Probably the same as mutants some of them are just born with it but in some cases Odin could give them powers.

EDIT: Also some practice magic so they develop new powers from that.

this is a tough question to answer. we know the history of asgard, but the reasons it's inhabitants are so powerful has never really been explained. we know from comics that buri was the first aesir after surtur and ymir. the dimension just sort of...magically appeared from the void. buri was bor's father and of course odin came from him, along with odin's brothers. his brother's sacrificed their power to trap surtur and odin gained it and thus--as the comic says--the odin power was born. but odin and his brothers were already very powerful so where did their power come from? impossible to say, but there is some evidence that suggests asgard itself, the world, provides its inhabitants with their power.

many of the gods were granted their positions by odin (heimdall for example was made sentry because his skills helped him win a contest against the others who wanted the position.). so were the later positions (sif=goddess of the hunt, tyr=god of war, etc...,) granted because of the nature of their power, or did they develop power AFTER they were granted their positions? not sure, and it's never been clarified afaik. according to marvel hela was appointed by odin to be the death goddess, but i don't think that was shown on panel. there is also the role of the norse people to consider. they worshiped the asgardians and assigned them roles, and we know from thor himself that faith played a role in the way asgardians developed and sometimes faith has increased power. so maybe the fact that certain gods were worshiped granted the gods certain abilities. again, afaik, there were no 'specific' asgardian gods until after odin took power.

there is also the fact that the gods of asgard have been recreated many times because of the cycle of ragnarok, so its not impossible there are different origins i guess. ultimately i guess the real reason falls under 2 categories--magic and comics. /shrug

It really depends on their parents. Thor's mother in true form is a giant with elemental powers for example.
