Legal aspect of movies?

Hello.. I'm making an action movie and I'd like to put background music in... if I submit it to an independent film festival, do I need to get permission from all the artists to put their music in my film? Thanks!

but if the proper owner/publisher of the music finds out you will get sued.

It's like nobody rappers sampling other songs. It's okay as long as it's small time and makes no money.......basically, nobody knows about it.
