I like James a lot, but let's face it, he doesn't have billions of personal capital to spend on his stuff, let alone access to the JLA's weaponry. He loses the gadget race. Bond is also decent at melee combat, but he's not Batman standard. It comes down to gun vs. whatever Batgear Bruce decides to bring to the massacre. That's really James' only chance.
Now, make it a martini-drinking or Tantra competition and you have yourself an entirely different story!

Isnt batman an exagerated james bond with a cape? Bond has gadgets, batman has more.
