welllets say scarlet witch isn't insane- imop its even cause scarlet witch doesn't really have a handle on her powers and raven does. also raven might win cause she has beaten some pretty powerful people(her father)

Scarlet does have some decent tricks, though, and probability manipulation. I'll go for Raven since Scarlet is less of a direct combat type.
