Ok...*sighs*...All of the pirates from Barbossa's crew took a medallion and ended up cursed...That includes bootstrap bill  ...So before they dropped Bootstrap of the side of the ship and down 2 the bottom of the ocean Bill sent Will the medallion...then sometime after they got rid of Bill they found out they need all those who were cursed blood 2 b repaid as well....so at some point in time they all would of cut there hand or sumthing and got the blood in the chest....but since Bootstrap was somewere donw at the bottom of the ocean (they probally couldnt even remember were) they had 2 find the next best thing...in other words Will...Bills son!!!!!!

Think about it. If they couldnt die, then bootstrap bill couldnt, so for all that time he was at the bottom of the ocean to be rescued are even managed to swim to shore some how. So when they broke the curse, either Bill drowned or he's on an island somewhere.
