The Exile was certainly not the most powerful Jedi. Revan was stronger and so were other Jedi. Anakin was stronger as well so no the Exile was not the strongest.

One word answer: NO.
Long sentence answer: NO. Anakin Skywalker was the strongest Jedi to live, until Episode III. Then he became weaker, but was still the strongest Force User alive to date. Only Leia and Han's kids, and then Luke and Mara's kid(s) were stronger than he.
