Neji, imo. When it comes to H2H he's pretty much untouchable. Rock Lee has no way of getting past Neji's heavenly spinning palms (Or whatever that's called) and Neji only has to hit him once to win.
No he didnt say any thing like that. They couldnt bring him under control because Gai didnt want to hurt him so it was difficult with out doing so. Anyway Lee is faster than Neji but he has the ultimate defence so he might not be able to land even one hit. Hitting lee's tenketsu things wont do any thing because he doesnt use chakra in any way. Basicaly if Lee opens the inner gates then he will win.
Neji still takes it. I think anything short of Lee opening his gates will keep Neji the victor. If anything, Neji's probably used to Lee's speed, even with his weights off.
Yea if you can mold and use it for running fast or jumping high, hitting hard etc but Lee does not. He can not use chakra in any way his Taijutsu does not rely on chakra in any way and is purley the result of hard work.

But Rock Lee still has chakra, he just can't use it or meld it, and you don't need to have chakra to be effected by the gentle fist style attacks. The 64 palms specifically targets your chakra reserves, but his other attacks, namely the ones he used on Hinata, simply shove chakra through your body, rupturing organs. So if Lee is hit pretty much anywhere with a full blown attack he's down for the count.

Normal lee has tried and failed on multiple occasions. Neji has actually beaten normal Lee without even really trying..
Neg. It's really, really sad because Rock Lee is maybe one of the best characters in Naruto, however, he will never be a really really great Ninja, power wise. Despite all his hard training people like naruto, who has the Kyuubi, people like Gaara and Neji who have ultimate defenses, will always be better then him. Not fair, imo.
lee can use chakra.in episode 180 lee could stand on a wall witch means he can concentrate chakra on his feet to be able to stand upside-down,right?
lol... ''ninga arts:wall removal technique'' he cant use ninjutsu or genjustu,but he can mold chakra.
