This is a brawl. It is close quarters combat. They are fighting hand to hand, although Herc can use his mace. But Wonder Man is not allowed to speed blitz or hit + run or anything like that since he could normally cuz he can fly, Herc cant.
So who wins in a straight-up slugfest?

He's strength is not even that close to Hercules.
It would be a quick fight.
But if they are allowed to use all powers, then maybe he has a chance.
