Doomsday Vs. Steel [with a catch]

This is not a pure fight;

this is to see who is the top living engine of mass destruction on DC Earth:

Doomsday

or

Steel

Here are the rules:

Each contestant has 1 week to wreak havoc on the planet causing as much destruction as possible.

Doomsday can not attack the planet directly. Just surface damage.

Same restrictions for Steel. He is in his normal armor. No Entropy Aegis or Kryptonian Buster or Cosmic Crusher 13 Prime.

(I made the CC-13_P up. Please don't look for it in a comic book).

Neither can simply attack a nuclear facility and set off a large explosion. Damage must be caused by use of their powers (or, in Steel's case, weapons) on the surface environment.

Both are going for surface damage (destroying buildings, cars, houses, stadiums, killing people, etc).

To spice things up a bit, this takes place on our Earth, today, and the worlds militaries are fighting back with everything they have below a full on nuclear assault.

Who wins?

Pointless thread man.
Steel's normal armor put him around Class 50/70 tons of strenght, and his hammer can cause pretty high damage, but nothing compared to what Doomsday can do.
Doomsday with his pure physical strenght can cause an earthquak by stomping the ground.

Isn't his hammer magically supposed to gain strength the longer it's in the air? So he'd just have to chuck the hammer straight up then get the crap out of there as it sails straight into the planet where it may or may not cause a ton of damage and he might not get it back.
