I'm surprised this match hasn't been done before.

2. All powers allowed.. NO BFR/CIS/PIS.

3. No-holds-barred match.. anything goes.

Reasoning? Both have fairly advanced energy manipulation and absorption, which makes pretty much anything go without CIS. Thor however has the luxury of making this stuff happen through Mjolnir, which does not require any kind of energy. Surfer however has to do this stuff himself.
