I once read in another forum that without Dooms magic comparing Ironmans Armor and Doom's Armor would be like comparing a Apache helicopter to a Humvee with a 50.Cal on top. both kick ass but one is just better.
Is this true?
I don't have much experience reading F4 or any Doom comic so I really can't comment.

on the outside, it looks like ironman's is more advanced but who knows, maybe ironman is more focused on improving his armor than doom is

If doom wanted to create armour equal to starks he could. He would just have to invest a huge portion of his time to research and development. Doom has better things to do with his time.
