Manhatten, though it largely depends on exactly how much he "cares" at the moment of the battle (this isn't a case of CIS, proper, as his implied relative indifference is integral to his character, in effect "the character operating normally"). But going all-out, Manhatten, and by a dominating majority. No offense to Hal, but a "non-CIS/PIS" Dr. M takes the day...

That can also create clones before they teleport into the battlefield from any location.
As long as A Manhattan is on the battlefield he's still fighting.

A bunch Teleport around GL and particlise him.

Dr. Manhattan has so much implied power but very few feats, let alone combat feats. I've never been able to really reconcile Dr. M. with the CB vs forum. sad

Yeah I've been wondering that. Why are people like Mandrakk, Dr. Manhattan allowed but someone like cosmic power spidey isn't.
