I can recall at least two times in the past where Namor and Thor went head to head - one was an old issue of the Invaders, where Thor knocked Namor out with two blows.
The second is an issue of Namor's own title from the early 70's, which was admittedly poorly written, but which shows Namor helpless before Thor's might. Thor spends a few pages batting Namor around, then takes Namor, wraps him up in his cloak and hurls him away from New York so hard that Namor rockets out to sea for many miles before he can slow himself down. The last panel in the issue shows Namor floating in the water with his hand to his head moaning about how humilated he is by the massive spanking he just received at Thor's hands. Namor got beat so bad that he doesn't even have enough chutzpah left to vow his vengance against Thor, he basically knows its a lost cause going up against him.
I also recall a very early Avengers issue where Namor recruits Hulk to attack the Avengers with him. During the fight, Namor admits to himself that he's never witnessed sheer strenght like he sees in Thor, indicating to me that Namor realizes he is not as strong as Thor.
Namor may be outmatched in strength, but to be able to do That suggests, IMO, a superior level of speed...and that's Out of the water.
Nonetheless, Thor would takes this 8/10, more if he goes all out.
