Silver Surfer got his board taken away from by Galactus and he is stuck on Earth. Now to make this a interesting fight Silver Surfer doesn't use any of his energy powers or Mental powers and matter manipulator powers just his enchanced speed,reflexes,agility plus his strength,Godlike durability and stamina to fight.
Surfer can still fly without his board plus he can augment his strength to cosmic levels if need be
Strange fights though cause H2H isnt really surfers style.
Golem said no energy and such so no he wouldn't be able to fly.
Surfer beats them all even in hand 2 hand cept for Sandman and sinister who can't be beaten by brute force.Surfer was doing real good against Lunatik in hand 2 hand.Lunatik>>>>> the whole list.

This has changed from time to time on the whim of the writers. Surfer has levitated himself, and an entire building, while asleep. It's safe to say that flight is not beyond his powerset.
Of course, to fly, he'd need his Power Cosmic to manipulate gravity or telekinetically lift himself. Since he doesn't have it in this fight, I'd say the Surfer is grounded.
Surfer should beat everyone on the list except for Sandman. He can incapacitate Mr. Sinister, and has dominated Abomination physically before. His physical showings against Lunatik make most of these guys null.
But he is really a pacifist. I think with out is board and powers he would fall to the combined might of Abomination,Morlun,Sandman,Rhino & Mr Hyde. They have great strength durability stamina.
No his strength is comparable to Enraged Hulk now none of these guys by there selfs can match Hulks strength but combined are damn close. Abomination is class 100 Morlun is like class 100 Sandman is class 90 Rhino is class 90 and Mr Hyde is class 90 now It would be close
