Shaak Ti. Kit Fisto is too overspecialized to take her. Plus Fisto's primary lightsaber combat form is Shii-Cho which is weak against Makashi which Shaak Ti is highly proficient in. This proved to be the main reason why Asajj Ventress, who I do not consider a better Makashi duelist than Shaak Ti was able to deafeat him. As far as force powers Fisto has force speed but in terms of their overall speed and agility:
Shaak Ti >/= Kit Fisto

As I recall, Shaak is a user of Makashi along with Ataru, and the former inherently counters Shii-Cho which is probably enough to close the gap in skill and speed. Assuming this is TFU Shaak, she's also more powerful, so she'd win overall.
