Assuming Phantom Stranger isn't restricted by his no-interference cosmic CIS/PIS he should take it with ease on implied power alone. But he's a hard character to pin down. It's generally safe to assume he's got some serious cosmic mojo working either in him of for him considering his restrictions but beyond that we only get inklings of his capabilities relative to his supposed position/former positions if that fallen angel thing holds any serious weight.
