Tangent hasn't faces anybody Thanos level yet has he? He could possibly beat him with the Gl ring upgrade not sure yet for obvious reason but i say he could at least bfr Thanos.
I dont think hes been using the ring I checked his more recent scans and he doesnt have the ring on his finger, I think he just used to it to trace a path to new earth
He let the rings go back to their prospective GL's as he knows he can defeat them easily if need be.
