Kakashi - Known as the Copycat Ninja, stated to know at least a 1,000 jutsus.
Orochimaru - His whole purpose in life was to discover and invent new jutsu. Most of his techniques are ones he made himself so his full arsenal i sunknown.
Sarutobi - The Third Hokage, also stated to know a thousand jutsus and said to be the God of Shinobi and master of all Leaf Village jutsu.
Madara - With the Sharingan's ability to copy jutsu and his advanced age, logic would say he'd know a lot.
Pain - The Rinnegan gives him the ability to use all six elements and those are the basis for all jutsu.

I'd have to go with Kakashi. Oro only wanted to learn certain kind of jutsu so he probably doesn't know more than a few hundred if that, and Sarutobi only knows jutsu from Konoha, granted all of them but there really doesn't seem to be that many clans and that many different moves in those clans.

Cause that so means Madara knows more...Even though he spent most of his life fighting the same exact guy, and the other part of his life..hiding from anybody. Where as Kakashi has been to many different places, and has made a name for himself, and doesn't run away and hide when he gets beaten....Just because they have the same eyes doesn't suddenly mean they've been to the same places and just because Madara is older doesn't suddenly mean he's been more places..Ya know hiding and all that and trying to destroy Konoha and failing a few times.

Once again logic same ability, way longer life therefore its likely he has more combat experience. Also there are forbidden jutsu's kakashi is not going to want to learn, because of his principles orochimaru/madara and even peine would have no problems with learning those.
i'd go with Sarutobi he showed a lot more variety than Orochimaru and knows every single Jutsu in his entire country, definitely more than any other Hokage he even new the demon seal which no other peron knew.
