At the point flash had to kill brianiac, he had basically pwned the League and was about to kill them all and destroy the earth. he'd redeamed himself as a villian and pushed flash into a new catagory of power as far as cartoon guys go.
That fight with Brainiac/Luthor was pretty much Flash's only really high showing in the shows run, and he said he could never run that fast again. And all he really did there was destroy the Brainiac armor and vibrate Luthor out of it. There were numerous examples in the show where Flash got taken out like a punk because they didn't know how to write him proper. Surfer would probably take it.
