It depends on whether one takes them as they were in the Golden Age.
The Spectre was not yet a cosmic force, Superman and Wonder Woman were not at their Silver Age strength levels, etc..
Heck, I'd say the pre-Flashpoint modern JSA could beat them, with people like Thunderbolt once he became cosmic, Starheart Alan Scott, and so on.
Now, if you took the original members at max level, the list becomes shorter, but I will note Kyle Rayner as the original Ion was still active in the JLA. So that'd be cosmic-Ion, plus a couple powerful heralds.
