Not really, hasn't he gone up against Death and Living Tribunal? Didnt he defeat Shuma Gorath in his OWN dimension? He is Omnipotent in his dimension by the way. Strange for some strange (no pun intended) reason always seems to win. Not saying that he wins here or anything.
Yes, Strange has gone up against Death and Tribunal, and held his own. I refuse to believe this Phoenix thing is this unstoppable, and Strange seems like the kind of character with enough tricks up his sleeve to be able to pull it off.

The reason Strange always seems to win is because he fights all those guys in his title, when Kulan Gath took over Manhattan he was over Strange who needed the help of Magik I to defeat him. When Dark Phoenix took off for D'bari he felt her presence and was just as apprehensive as the rest of the universe. The reason the Phoenix is unstoppable is quite simple, it cannot die ever! host maybe but the force lives on and no host of the Phoenix has ever died except Jean Grey (who is really an avatar) and it was always to serve some other purpose, to stop the rampage of Dark Phoenix or to be reborn 150 years later to rewrite history.

Jean is resurrected immediately, ie Endsong/Logan 2. Her astral form kicks Strange's bucket 3. The Raptor itself shreds Strange asunder w. its beak/talons

In a battle devoid of PIS/CIS Phoenix would incinerate Dr Strange without a seconds thought. Strange prevails against far more powerful opponents through trickery and through CIS (especially when up against the likes of Dormammu)
