Naw, the thunderbolts are more powerful to be honest.
Radioactive man is a real powerhouse, despite his ridiculously stupid name. Penance is quite powerful as well, and Venom seems to be very strong in h2h. The only thing that could turn the tides, would have to be that the Spidey villains have worked together on several occasions, Thunderbolts don't have much of an experience together. The thunderbolts are mostly guided by the GG.
Electro and Sandman are tough fights. Electro might not have high durability, but Sandman is going to cause issues unless hes vulnerable to radiation.
Also Im not sure where Moonstone stands currently powerwise, but she pretty much destroyed Pennace while holding back, so I assume she can take the bulk of the other team.
