Léon the Professional had managed to fake his own death with the "help" of a drugged up detective and a grenade but, more importantly, he had fooled his young student whom he realized deserved a better life then that of an assassin. He however, was on a new assignment for a private party who had a loose end to tie up and wanted it done by a professional.
Bob Lee Swagger (Shooter) now cleared of guilt and satisfied with his recently attained revenge, sat beside his new student. He had decided that it may become necessary for Sarah to be comfortable with a bolt action should their recent past resurface in the future.
Here in the Rocky Mountains they lay side by side as spotter and shooter, "Slow is smooth, smooth is fast" Bob Lee whispered in her ear. "Squeeze gently don't jerk the trig-..." Bob stopped mid sentence. He quickly scanned the surrounding horizon, realizing they were being watched he grabbed Sarah and retreated from their prone position to a nearby rock just as a bullet snapped through the vacant air where Bob Lee's head had been. Bob Lee tells Sarah to stay down and sprints into the tree line with his rifle in hand.
Léon has his rifle, two 9mm sidearms, a frag grenade, a knife and stone cold determination to hit his mark.
Bob Lee has his rifle, service model 1911, a knife and is willing to kill anyone to survive and protect Sarah.
Sarah? Leon has a frag grenade? Service model 1911?

I don't recall Léon showing any skills with a sniper rifle near Swaggers (if any at all) and since that is what this seems to be, a contest with who are the best sniper given the scenario, Swagger would in my opinion win.
When he was teaching Matilda, he has her start off with the sniper and he mentioned the knife (closest, most dangerous to use) was the last weapon she'd learn once she mastered every other weapon, so it's implied he can snipe and is skilled.
But yes, Swagger is supposed to be a sniper of unbelievable/silly ability, so I doubt Leon's more realistic abilities can compare when it comes to sniping.
Leon was shown to have some impressive and deadly stalking abilities, he did take many armed gangsters and got close enough to put a knife to his targets throat. He also took on and took out a multitude of SWAT guys. So I say Leon has the ability to get close enough to Swagget and take his hillbilly ass out.
No doubt. BUT.....h2h? Swagger pwns, we see Swagger taking out two cops h2h, we don't see Leon going h2h. It's been a while since I saw Leon, does it show him in h2h combat?

Normally Swagger should win easily. However, in your scenario Leon has the advantage as he probably has already set himself up in a good position, and the battle also starts out with Swagger in his sights.
But Leon misses, Swagger disappears into the tree line, THEN the fight starts.

Not really, because Swagger is no longer a target, he is concealed, in his element in a sniper battle. Leon needs to get up close and personal or he is toast.
