Not on that level, henry currently a wanted man as well.
Batman on the other hand could easily get items he needed and I doubt cis would prevent him from gathering such equipment especially when he knows 3 individuals plan to strike and enslave his city.
In terms of hacking hes arguably up there with Micro which means he can hack any security system. With help from the team they can even steal Batmans tech.
Something similar happened in Knightfall arc. Not one single hi-tech there. If things get difficult I do see him getiing hi-tech but nothing on the level of a phantom zone generator.
