Are we using the known Imperial Guard? Because they're supposedly thousands of members. If not, LOSV. They are more dangerous with Fatal Five and whatnot.

I suppose divide it up into two scenarios.
First scenario full power of each side so LOSV gets Mordru and Shi'ar get all their members
Second Scenario no Mordru and only known members of the guard.
