The only people who have allies worth mentioning are Bond and Batman. Bond has MI6 and Felix Leiter of the CIA to call upon. Batman has an international multi-billion dollar corporation.
By typical named allies I mean the recurring allies that assist the secret agents; this does not include, say, the entire British government for Bond, since they aren't all "named" allies. They only start out with the rather large sum of 2 billion dollars of funding that they get. Oh, and Reed's allies also don't have their super powers in this scenario.
Oh, and also, the secret agents have to do it with minimal civilian casualties.
