This is a tough one.
Cyttorak may have more raw power. A force of the multiverse.
But, Cthon has more arcane knowledge and experience. He is more of a "player" in the game.
Possibly.
Not a lot has been exposed about Cyttorak's past. He just has been made out to exist.
