Yes to chronal energy. Though I dont know how good that would be, with Thor's own time manipulating abilities.

However, not all the temporal energy from Mjolnir has been drained as shown here where it is able to power up a time machine to travel back in time several hours.

Doom was also able to use Mjolnir to create a time displacement cone which froze everything in Latveria. If he simply used the raw power in Mjolnir or whatever temporal energy is left to cause this effect is unclear.

Thor also retained his ability to stop time in localized locations proven here when he stops time around Black Knight by using a time dislocation field.

A vortex created by Thor protects both him and Spider-Man from a powerful crystal which froze time across the entire space time continuum. Even far of Asgard was frozen in time.
