Tetsuo ripping a hole in the moon does rather beat Pain's mini-moon.
He could try and pull a Kaneda with his chakra laser... but Kaneda's laser didn't exactly ever work, did it? So Tetsuo stomp.
But there's an hours rest and he can resurrect dead bodies in under a minute. So damage won't hold over, merely using up chakra.

Yes, but assuming that the chakra loss is great a weaker opponent might still prove to be more of a threat.
Unless a character is completely rejuvenated in-between battles there's no actual reason to make a gauntlet list from weakest to strongest. |
