Toad (Ray Park) from the first X-Men film has mutant spitting ability, an enormously long tongue, incredible leaping power, and formidable fighting ability as seen when he beat the shit out of Storm.
V, the masked anarchist from V for Vendetta, has formidable fighting and fencing skills, hormonally enhanced strength, stamina/speed, and intelligence, and damage soak, as seen from his final stand off.
V has his rapier and throwing daggers.
Toad has a metal staff (not that he really needs a weapon, but what the hell.)
Fight is in the warehouse from Blade II that was used as the base until the vampires infiltrated it to deliver the message.

I think V would win this. Toad does have a lot going for him but ultimately V's ability to soak up so much damage would be the deciding factor.
The efficacy of Toad's spit would be partially negated by V's mask (no suffocating him like with Jean Grey) and while Toad's incredible agility and ability to stick to walls is tremendous, its overcome by V's pin point accuracy with his throwing knives.
Given that the fight stayed in melee range, Toad would put a hurting on V with his staff but again, V was able to break a mans neck with his bare hands after sustaining dozens of gunshot wounds. That itself is alot to overcome. Toad would have to beat V to a pulp to ensure survival and odds are V (who is very skilled in melee combat) would get in at least a few strikes with his blades, most likely with a few of them being lethal.
