In all seriousness though; without a massive quanity of PIS on Galactus's part, Richards cant beat Galactus...and definitely has no prayer of beating him here.

But Reed (and all comic book super scientists) are all about PIS. That's like saying "No PIS" in a Karate Kid fight, it strips away the character's fundamental nature.

Even if Abraxas had it, Galactus can call it away from him at will, then Galactus would proceed to own him with it...
But as per the OP, Galactus is weilding it against anyone you put infront of him...
So under those guidelines (as well as the guideline of this being limited to sentient beings only) who can beat a Galactus weilding the Ultimate Nullifier?
It would have to be Oblivion and MAYBE, I emphasize MAYBE, Death.
Reasons for Oblivion :
He's more powerful than Galactus and the UN would ultimately do nothing to him since nullified beings are sent to him.
Reason for Death :
She's more powerful than Galactus and in one reality, where the UN was used by someone with Cosmic Awareness, everyone and everything was wiped out, EXCEPT Death who was seen laughing at the end.
Also in Marvel - The End, she was one of the last beings standing after Thanos had absorbed everything including the Living Tribunal.
Your challenge, LordofMurder, requires someone capable of a) surviving the UN and b) taking down Galactus. Off the top of my head these are the only two beings capable of the task.
You have lesser beings like Deathurge, that can probably survive the UN, but they have no way of taking down Galactus.

Amadeus Cho, his intelligence is on par with Reed Richards but lacks the super powers and has an uncanny ability to turn peoples technology against them. No. My understanding was he just absorbed the immediate universe. Deaths realm wasn't absorbed nor was Warlock,Gamora, or Atleza(spelled wrong). Like I doubt mephisto would have been absorbed.

I don't have the Universe/Paradise/Earth X stuff but I do have the Alternate Universe Handbook and according to it :
Seems like they are backpedaling on that whole Universe X garbage and I read that they abruptly ended the series to. Interestingly no such warning was given for the Mutant X universe.

Oblivion was my personal pick for the weakest being who could defeat a UN weilding Galactus as well btw...
I honestly think Death gets annihilated by it though; even though it was a "What If" I am pretty sure everything got erased by the Ultimate Nullifier (when Korvac was using it) except for the Living Tribunal (who fled prior to it being fired) and Oblivion...
