LoM, we have a problem
Pluto hasn't done anything impressive in a while. I don't even recall him being able to down Thor.
Uatu would stomp him outside his realm. Inside his realm is dicey. I don't know what Pluto is capable of in there. But if Thor could survive him, I'm guessing Uatu can too.
I place Watchers in general in the low skyfather range power-wise.

To my knowledge, Uatu has never fought Pluto in Hades; perhaps you are thinking about The Stranger...whom Pluto did defeat in Hades.

I agree fully that Uatu stomps Pluto outside of Hades; inside, though, I think it would be much more competitive...
I honestly think Uatu has a small (but tangible) advantage in senario 1, but he loses against Pluto in number 2...
High Trans (which was my choice) to Low Skyfather seems about right for a Watcher...

I know Silver Surfer is Herald of Galactus, but what is the actual definition?
If compare Watchers on a scale using Celestials at top end and Earth Gods bottom end, then Watchers are much closer to Celestials on this scale

heralds have high end class 100 strength some can destroy planets with strength alone, some can do it with energy manipulation
basically people not to far from silver surfers power level

Silver surfer's power level pretty much defines the high herald tier. characters like thanos, classic dr strange, darkseid, high evolutionary, e-vell, etc. are in the trans tier.

Are Watchers not high up the cosmic hierarchy few levels below Celestials?
Makes no sense in terms of what I read about Watchers.

probably
wacthers never do anything so they're hard to gauge, I d say they're arround skyfathers
