Ok, here's my (relatively) more thought out response.
DC's main forces are Constantine (not Swamp Thing, who although is a worldly power usually operates in the US), The Great Ten from China, and whatever Batman Inc can offer. Maybe some other random characters here and there. Rocket Reds and the Winter Guard, perhaps? Then we have the Themyscirans and the Atlanteans, who have very powerful mages of their own.
Marvel,however, have Alpha Flight, Captain Britain and Excalibur, plus all the random mutants around the world. Am classing Namor as US based, along with Atlantis, mainly because they seem more surface orientated than in DC, and when they do venture on land, its usually the US (the terror cells, Civil War). And Latveria, plus the vampire nation, and Wakanda (minus BP).
Constantine sucks at straight combat, specially against someone like Doom.
The Red Ghost, the Winter Guard, Namor, the M-16, Wakanda and Latveria make it a fight. The Great Ten bring a few top tiers into the fray, but I'm not sure they can deal with all of the fire power Marvel has.
Never said he was good at combat. He sucks, actually. I'm referring to a prep style battle. he outsmarted the devil for crying out loud. He always likes to be a few steps ahead of his opponents.
Plus, due to the grounded nature of Vertigo, he's always used magicks from real-world sources (voodoo, kaballah etc). I can see the Atlantean mages giving him a whole new dimension to play around with. New demons to summon and trick, who've never met him before.
Forgot to add: Superbia, and the Angel Host for DC. Or do we not count the angels?
Floating city that was created by the Ultramarine Corps, whose mandate was essentially the same as the Authority. May have been destroyed, actually, during Final Crisis, now that I think about it....
Superbia was taken down well before FC, Grodd did it in JLA Classified.
The Angel Host isn't on Earth, so it's out.
Thundermind, China's Superman/Captain Marvel equivalent, being the big one.
Black Adam and Isis are outside the US.
The aforementioned Rocket Reds, of which I think there are about a half-dozen.
The Amazons, of which Hippolyta and Artemis are the most significant (Diana, Donna, and Cassie living in the US).
Their allies, Achilles and his argonauts, for another herald-level.
Miss Martian, Australia.
Geo-Force of the Outsiders.
Maybe Dr. Light/Hoshi too.
Vera Black/Sister Superior, the herald-level cyborg and former leader of the Justice League Elite, should be out there somewhere too.
Faith, the herald-level Telekinetic from Joe Kelly's JLA run, is South American, so likewise.
Blackbat, Nightrunner, Batwing, the Knight, Mister Nowhere, a few others.
Of which, I think only the Knight and Cass are very useful, the others being skilled but generally fresher in the game and not as experienced.
For other possibly useful low-powers, the Super Young Team of Japan. They aren't the most powerful (mid-level 500mph speedster, some energy blasters, etc.), but Most Excellent SuperBat is incredibly rich.
I personally always thought that DC earth's "average" is more powerful as Marvels, while DC has a lot of CIS/PIS crippled Heralds (kryptonians, Flash family, Lanterns) resident on earth Marvel has seperated them more into earth/cosmics.
