RKT vs LT but in this situation RKT has prep time with his normal powers plus he can use any amp or plot device as you wish to mention etc, in your perspective who will win and why?

Indeed. "any amp or plot device" is a pretty lame stipulation. With those rules, it doesn't matter if it's RKT or Donald Blake or Spiderman.

So this is my scenario:

Lets say i'm rune king thor
I drops over into dc and grabs the helmet of Dr Fate
then convinces Shazam to toss all the godly amps of captain marvel
Then i waltzes through the universe collecting five different lantern rings to slip onto his left hand.
Slips into the cosmic armor
Strapping his belt of strength around that.
float a few dozen cosmic cubes around
put on the quantum bands
convince galactus to officially make me a herald
grab the infinity gauntlet and slip that onto my right hand

i find that pesky fiery bird and convince it to merge with me to me me into phoenix thor
then for good measure drink the same elixir that cho did that in turn made hercules super hercules...
convince gaea to imbue me with the wisdom of the gods... which i probably already got from shazam and my cosmic awareness but whatever
travel to the alien beings and jump into the energy that is thoti
