Comics Doom isn't really into electrocution. He's got really powerful magic, and at his "peak" power, is one of the times he's stolen godlike power.
Which every single time he would make Palpatine his b1tch.

He doesn't need to steal Palpatine's powers. He's plenty powerful on his own, and as I said, Peak Doom is when he's stolen the Beyonder's power, or "The Life Force" reality warping he took from Wanda.
Even standard Doom is more than a match for Palpatine.
