Exactly. Unlike Black Bolt, Jubilee's attacks won't actually power Dazzler up.
Jubilee was depowered during M Day and lost the firecracker abilities a long time ago. In order of scans, she has gained: super speed, a healing factor, enhanced durability, and a mist form. She's also got super strength and is an entirely different opponent now.
I really don't see how "hinted at being immortal" would help her at all.
Regardless, Jubilee obtained a light-bender during her stay with The Forgiven. We've already seen that Dazzler's powers lose their effectiveness against vampires with this amulet. The vampire literally blocks the beams with her arm here.
Luckily for Dazzler, she's not limited to "Solar Beams". She can fire off lasers, solid light blasts, she can create solid light constructs : swords, shields, even giant animated creatures. Assuming she doesn't fight like a 'tard (PIS/CIS), she's not losing even one match.

I know she's got more, but that's why I see it as close.
I just think, in a small area like a metal concert, Jubilee has a pretty good chance of forcing a close combat situation. I don't see Dazzler winning in a scenario like that.
Alison could win too of course. Not arguing with that.
