I'd give Majestic the edge over Superman, personally. Is Sam stronger than Superman? Probably not, but in FF Vol. 1 he threw a Superman level being to the moon without any problem. He was also fast enough to catch Ray by surprise and his hat houses a dimension.
He is, Not to mention so many never or only once touched powers and abilities. SA Superman eat your heart out. Depending on how much belief there is in America he can almost reach Spectre level feats ( grow, open dimensional or time portals, battle in abstract ways with force of will/TK/TP, and much more). On the average though he is shown as a brick of a lower level than Superman ( by quite a margin)
Majestic should take the majority. Sam would only take when at his higher levels which is around 30 to 40% (max) of his showings.
