Jakeem's potential is much greater, but they gave the Thunderbolt being the handicap of being limited by the wishes (and speed) of an energetic but average teenager.
That said, in a no-PIS environment with KMC stipulations on, Talisman needs to figure something out before "Kill Talisman now" escapes Jakeem's lips. I may actually give her a majority though, only because Jakeem himself is such a weak link. She may be able to shield herself from death long enough to take him out, and before Jakeem says "make an impenetrable forcefield around me" or something similar.
