Feat-wise, Mxy is far and away superior. He destroyed DC's infinitude(including all of its divergent realities and timelines) as well as every numbered realm, like the 4th World and 5th dimension(which are infinitely larger in terms of scale, than the mainstream multiverse)... He then went on to recreate it all with a snap, and made plans to due it all again the following week. Hell, even a complete n00b with Mxy's powers(in the form of EJ) gesturely warped the universe to his whim, and very nearly collapsed the multiverse into a singularity...He was also causing havoc throughout the higher dimensional planes as well.
-Max Faraday was a touted omniversal power(he did have the power of God, after all.)
-Tim created many realities, iirc.
-Pandora has a *shared* feat of creating(more like amalgamating from the previous creation) the post-Flashpoint omniverse--but again, she had Barry's(yet undefined) help... She is certainly not godlike these days.
-Dominus and Dharma were multi-universal. Bat-Mite(who is a part of Mxy's power) and Qwsp could be considered multi-universal as well, depending how far you're willing to follow Qwsp's Hypertime statement in JLA. I'm more comfortable defining them as universal, though.
-Most of the others were universal(not Volthoom, though--he's easily the least powerful.)
Proof of said imprisonment, as well as speechification regarding the level of power required to do something like that to an aspect of God: http://imgur.com/oUKAeWv
...It's hard to imagine anything less than a universal power doing that to Corrigan-Spectre. /shrug
If anybody is confused by the term "world", i have evidence confirming that those are actual full alternate universes.
So, creating a thousand universes without even knowing it. Not to mention that with each universe he creates, he lets go a part of himself (and with it, a part of his power), which he never even noticed. So imagine his full potential....
I disagree that Dominus is merely multi-universal.
Considering that Kismet is the illuminator of all realities, id say that it's possible it was the multiverse.
Id also personally put Qwsp as multi-universal at least. There's no reason why we shouldn't believe his hypertime statement. Remember in that JLA story, the imps were also stated to be forces beyond creation itself.

Of course there are. Hell, i recall you creating other threads, which contain other reality warpers. It's just that DCU is so big, that you forget. If im gonna sit here and think of reality warpers, it'll take quite some time to remember them all lol.
Well, here's Zor performing some reality warping, from Seven Soldiers: Zatanna #4:
But he never performed any universal reality warping feats.
Although, he was a threat to the Spectre back in the golden age (who needed an amp from the Voice, back then, not The Presence), but that Spectre was also weaker...
By the way, Does reality warping or re-reality warping in DC universe mean to vanish former reality?
or, does it mean to create new reality and move world line to new reality?
