Assuming it's pre-criiss Maaldor (post crisis version who appeared in Starman wouldn't stand a chance), then he wins. He conquered a universe, and became an embodiment of a universe, and later became a mutiversal threat. And there's also the fact that Thor keeps on subconsciously limiting his OF powers. That's why he got Knocked unconscious by reviving the moon in which he had to use all his OF powers and even after he came back from Ragnarok (after which he still retained the OF for a while) he didn't seem to be on Odin's level at all.
