Can't seem to find this movie

I'm looking for A movie I m saw almost 40 years ago.
All I remember is this guy kidnapped people and held them in an actual jail cell with bars and all in his basement. One by one he'd collect his captives, and he would pulls their eyes out. They dug a hole and a girl escaped but he caught her and brought her back to the cell. At the end, they finally got a hold of the guy and blindly pulled him into the cell and pulled his eyes out. Great movie.
Think anyone can help me find this one?
