classic toon Skeletor was actually pretty formidible. Beat Hordak like 3 times out of four.
Mumm Ra pretty much kept getting beaten by every character that tried to pick a fight. Vultureman beat him, for crying out loud.

Totally agreed, Mumm-ra was a scary guy for kids tv.
Comic book wise, I'd say it's a lot closer on feats. We've got Mumm-ra taking over the world in the early 2000's comic series, and placed a curse on Lion-O causing him to age rapidly.
And even more impressively, he somehow defeated and captured the Ancient Spirits of Evil.
