Wow, tough one.

I don't want to apply a no-limits falacy to Sorrow, so I'd lean Darkseid, but really I'm just making that up.

The only reason Sorrow's gaze might affect Darkseid, is because it owned the Wizard Shazam:

Yeah, incapacitating Shazam in his place of power makes that feat a lot more impressive... But we're still dealing with Darkseid here.
