Lucifer created NOTHING under his own power. He had the know how and ability to shape his brother's energy but that's it. Without Michael, Lucifer wouldn't have created a pretzel.
Seis-Neg created the MU and everything in it.

Whether or not Sise-Neg decided to re-create only one universe or all universes in the end, it's very clear that Sise-Neg was absorbing the magic from beyond a single universe.
1) He stated he'd have control over the universe "and beyond".
2) Strange and Mordo just before that had their power drained from them while in a void outside of the universe Sise-Neg was currently in, and they both get weak because of it. That alone shows Sise-Neg's scope of power was beyond universal.
3) Author and co-author said Sise-Neg was "the God" and not just "a god".

There are so many beings that aquire powers, Universal or even below and think they are the God, Sise-Neg was Universal+ at best, like the HOTU and the IG, THE God of his Universe, maybe some dimension linked to it but that's it.
