Surfer wins comfortably. I saw nothing in that film to suggest Doom could seriously harm the Surfer, or resist any of the Surfer's more powerful attacks. His best TK shield feats are against bullets, and his best offensive showings against regular humans. He didn't even seem capable of affecting other enhanced humans directly, considering all he was shown doing is blast them with green energy or toss rocks at them. And the FF he ended up losing to suck ass compared to the previous incarnation.
