None of these people could ever tag Zoom. We also don't know the extent of Savage's healing factor. He took an arrow to the heart, but not sure how he'd react if Zoom tears his heart out.
I also can't remember if Damien can come back from neck snaps or his brain getting phased through?

Well, Savage did fall several floors and was gone by the time they looked outside to try and spot him. Darhk managed to use magic to enhance himself to a point where he could survive a building sized explosion and appear totally fine when shown some time shortly after. Deathstroke himself is also very durable, and has a healing factor.
That being said, as you already pointed out, these guys will basically be frozen from Zoom's perspective. The Flash himself stated that even he feels like he is standing still next to Zoom.
This, pretty much. Though Slade might need some taking down, considering his substantial durability. But he won't pose any serious threat to Zoom.
